Update re. 'Cowper's Cut' for registered users who haven't yet subscribed

Thanks for registering on Health Policy Insight, the new home of the weekly 'Cowper's Cut' column, which was formerly resident on Health Service Journal.

It may be clear to you already that 'Cut' is going to be produced only for paying subscibers. If it isn't, this message will clarify that.

For the time being, I've left the archives for HPI as free to access for registered users. The new content I will put on HPI (including but not limited to the weekly 'Cut') will be for HPI subscribers only for a month after its publication.
